Puddle Punch deals a melee hit now, so it pays to lean into it early. Spirit Strike and Mystic Burst as your first items will give you nasty harras potential in lane. It also allows you to use more melee hits in combat. HV Mag is great for Viscous' slow projectile speed.

Later on, your main damage will come from good use of your Splatter. Thus, you need to max it ASAP. This is also the skill you want to imbue, and what you should be buying Echo Shard for. If you're confident with Goo Ball, consider Phantom Strike to instantly get on top of people. Ultra late, defenses are up to taste.
