Early
Buy this always, early is insanely useful and you can do trades for health.
Two stomps better than one.
Good for shoving in waves, then build into Cultist.
For heavy spirit comp, you can buy it if you need the stats.
Early Situational
Buy this only if you need to break a stalemate lane.
Early - Mid
Flash farm all your necessary items on T3 camps and abuse the bonus it gives.
Buy this to make all your items and abilities have good uptime.
Mid
Best movement option for Dynamo.
Make your stomps become nukes.
Mid Situational
Snowballing item, I find it kinda bait. If you have no way to get stacks easy just skip.
Heals for max health, buy only when you are ahead and a specific carry needs saving.
Really good item against bullet heavy comps, Wraith, Vyper, Mcginnis etc.
Late
Don't be surprised. The amount of CC in this game is getting out of control.
Double Black Hole and Refresh all stomp charges.
Can proc both on your black hole and stomp. Really good item for anti-heal as well.
Good against on-hit comps, Infernus, Mirage, Vyper etc.
Situational Late
I feel that healing tempo doesn't provide enough good stats for this to be worth 6K.
Situational Late
Stomp + Silence = Good initiate plus damage.
You might as well buy curse.
Buy this along with Superior Duraiton and watch enemies suffer from the CC.
