Weapon damage isn't important in this build long-term, but this is good for laning. If you need more sustain, get kinetic dash first. If you're stomping lane, you can skip this, but I buy it 90% of the time.

Buy this early if they have a lot of lifestealers or healers. Otherwise, delay it until ~25-30k as needed.
This is your best sustain item. With left category filled out, this increases your siphon heal by 430 per target in team fights.

This can be skipped if you don't need the lifesteal. Spirit amp does help but this only adds 100-200 damage per target shot.

Map presence is important in this game. You can get anywhere fast with this + kinetic dash. This is great for mid-late game if you end up being the team's carry.
Very good item against CC or status effects (pocket, infernus, etc.)
Instant heal can be extremely strong even when you're not removing status effects.
Buy if against a problematic haze, wraith, etc.
Can amp damage in fights. You're generally better off buying more green items though.
Spirit amp is nice to have.
Extra damage. The movement slow also keeps people in your siphon for longer. Bullet resist is also nice to have late-game.
Not great value, but if you have nothing else to buy, might as well get this.
